Laminate flooring can be used to cover a set of stairs but due to the overlap design of the stair nosings it would not be my first choice for a full flight of stairs.Q:

You could use the laminate or a painted pine board to cover the riser or if you are referring to a trim piece; shoe molding or scotia trim.Q:

I would recommend a 100 % urethane construction adhesive and pre-drilling then securing with finish nails or finish screws, set & putty.
